How do I fix my power windows on my 1997 Ford Explorer?

we cant use duct tape or anything like that either.
i cannot buy new windows or fix them my landlords nickname is balls which means yeah right she aint fixing a damn thing.
How can I make my casement windows close properly?

I have a 40-year-old house with its original casement windows. Three of the 4 windows will not close all the way. I cannot crank them closed enough for the latch to grab the window and lock it closed. I have to go outdoors and push them closed. They seem to stick at the bottom, but I don’t see anything unusual there that would cause them to hang up. I’ve cleaned the bottom tracks and sprayed WD40 all over the place.
Any idea what adjustments I can make so the windows can be cranked all the way closed?

Do you have to replace the entire casing and everything? I have talked to 5 different window companies and they want to take the glass and framing out, use the same window frame but put in regular windows that slide up and down. Currently there are two stationary windows and 2 crank out windows. I think it would look goofy if they do it that way.

I want to buy a window air conditioning unit. The problem is that all of them are made for windows that close downward, so that they block out the air from the outside and hold them in place. Every window in my house opens left to right rather than down and up. Can you install them sideways in that type of window? How do they stay in place? Does anyone know of an airconditioner made for these types of windows?
