Can tiger woods really claim the white ancestry he has in him?

Now tiger woods has 12.5 % white in him. Now is that really enough for him to claim himself as being part white as i and so many other black people i know have more white ancestry in us then he has but we don’t try to claim this white part that we have in us.
BQ- why did tiger woods put the caucasian part of Cablinasian first when he has the least of this compared to the black and asian in him?
